Urgently necessary addition of our inheritance law to provide all those with a minimum starting capital for their lives who do not have rich parents or patrons. This is half the population.
Every citizen can take up the basic inheritance once in his or her life at the age of 30. It is paid from a fund fed by a small levy on larger inheritances. Only about 5% of the annual inheritances amount will be needed to finance the fund for the basic heritage.
The person entitled to a basic inheritance chooses an asset on the open market, which is then paid out of the basic fund. He must keep this property for three years, after which he is completely free to use it. If the money is to be used for training earlier than 30, the basic inheritance can be used earlier.
In principle, anyone who has not yet inherited or received major gifts at the age of 30 is entitled to a basic inheritance. If someone later inherits some assets privately, he or she repays the basic inheritance into the fund. However, he or she repays only a maximum of 20% of the privately inherited inheritance. This means that he must only fully repay the basic inheritance received in the case of a later heritage worth € 100,000 or more.
